Any VPN can produce a conflict with BBC online transmissions, Edith, but it is not an issue in terms of being a bug. It stems from BBC’s strict rule that it does not transmit audio and especially video content to any other than BBC licence payers*. BBC Licence payers are all UK domiciled. It is not possible to purchase a licence outside UK.
To enforce the rule as far as is practicable, the Beeb will not answer a request for content coming from a non-UK internet server. For instance, if I at home here in UK have my VPN set to channel internet traffic through a German server, the chances are that BBC will block any download request for its content. Exactly the same is likely to happen to a user in the US with VPN set to a US internet server.
From the above, you can probably see there is gap here in what the Beeb can control, especially where savvy users of VPNs are concerned. Access via internet servers in UK will normally have little trouble requesting download/streaming of BBC content. Whereas UK-based users accessing the web via foreign VPNs will usually encounter an error/refusal when attempting to get to BBC content.
The BBC seems to be getting better at detecting access from outside UK (even those coming in via UK servers), though foreign users are technically outside the ambit of BBC licensing, as mentioned.
*BBC is a public broadcaster financed by UK licence payers = almost all households!
